9º FIPA:Diversidade em Diálogos Permanentes
Em 2023, a 9ª edição do FIPA se realiza no Brasil, na cidade de São Luís (Maranhão), com o tema DIVERSIDADE EM DIÁLOGOS PERMANENTES. Acontece nos dias 14, 15 e 16 de junho, e conta com a organização das seguintes Instituições de ensino:

- Instituto dos Arquitetos do Brasil IAB , Conselho de Arquitetura CAU MA ,DPA, APRUPP , Rota do Românico PT, República Portuguesa/Cultura .
O tema geral escolhido para o 9 FIPA enseja uma abordagem ampla do patrimônio arquitetônico que, local e global, seja capaz de suprir demandas atuais - sustentáveis, pois - referentes à sua valorização, construção e salvaguarda. Através de boas práticas buscamos mobilizar os recursos no campo da arquitetura em sintonia com o patrimônio cultural, suas misturas e identidades, suas possibilidades e limites, em diálogo com as comunidades técnica, científica e institucional.
​
Neste sentido, a arquitetura de São Luís, resultado de uma história multicultural criada de um encontro de vários povos, é exemplar para abrigar o FIPA deste ano. Seu legado histórico simboliza o estabelecimento de pontes conscientes entre a engenhosidade humana e as ações de preservação patrimonial enquanto permanência da memória e da identidade de várias nações. Simboliza, assim, laços comuns entre Brasil e Portugal: construída com o sistema pombalino, em 1997 tem seu centro histórico elevado a Patrimônio Mundial da UNESCO.

Ao dialogar com a arquitetura brasileira e portuguesa no contexto da paisagem urbana, em simbiose com a geografia local, esta cidade serve de modelo e inspiração para o reconhecimento da diversidade como vetor imprescindível para discutirmos o Patrimônio em meio às “transitoriedades” na contemporaneidade, buscando ações efetivas de recuperação e permanência de identidades locais. Eis um dos pontos relevantes da iniciativa de realização do FIPA, enquanto condição de entendimento da importância cultural e histórica do patrimônio material e imaterial, sua conservação e utilização por parte da sociedade – no Brasil, em Portugal e ao redor do globo.
Representativos do debate sobre esta diversidade patrimonial é o desdobramento do tema geral do 9 FIPA em seus 4 eixos temáticos:

1. AÇÕES DE CONSERVAÇÃO E SALVAGUARDA EM UM PATRIMÔNIO COMUM (contempla os trabalhos que aportam conhecimento técnico especializado para a conservação e salvaguarda de determinados bens culturais)

2. BOAS PRÁTICAS: PROJETOS DE REABILITAÇÃO/CONSERVAÇÃO e SALVAGUARDA PARA UMA CIDADE SUSTENTÁVEL E SEGURA (contempla os trabalhos já realizados, ou em curso, de intervenções diretas no Patrimônio Cultural)

3. DO MATERIAL AO IMATERIAL: POVOS QUE SE UNEM (contempla os trabalhos que consideram a ampliação do conceito de Patrimônio Cultural e o desafio de sua preservação e salvaguarda na atualidade)

4. OS DIÁLOGOS E AS INFLUÊNCIAS MÚLTIPLAS EM TORNO DA ARQUITETURA (contempla os trabalhos que consideram a existência de um Patrimônio Cultural comum e suas relações, desdobramentos, convergências e divergências).​

FIPA: FÓRUM INTERNACIONAL DO PATRIMÔNIO ARQUITETÔNICO PORTUGAL-BRASIL
Um fórum que coloca as comunidades técnica, científica e institucionais em diálogo.

O FIPA Portugal-Brasil foi criado em 2015 e no próximo ano (2023) organizará a sua 9ª edição sob tema geral "Diversidade em diálogos permanentes” em São Luís (Maranhão) no Brasil. O FIPA procura, desde o início, fazer convergir as entidades responsáveis pela gestão do patrimônio e pela definição de orientações para as políticas de cultura e patrimônio, de ambos os países, para um diálogo com a comunidade técnica e a comunidade científica. Com este debate transversal, a apresentação de boas práticas e dos avanços na investigação e, sobretudo, o debate de estratégias que garantam a preservação do patrimônio, pretende-se alcançar a verdadeira proteção deste patrimônio.
​
A 9ª edição do FIPA irá realizar-se num período pós-eleitoral no Brasil, com todas as expectativas inerentes, no entanto, o “desmantelamento” de instituições nacionais garantes da proteção do patrimônio, em curso em ambos os países, é sem dúvida a situação mais sensível e de elevado risco para o futuro, que ambos os países irão atravessar em relação à proteção de seu Patrimônio.
O FIPA já debateu aspectos difíceis, mas o acompanhamento da situação do IPHAN - Instituto do Patrimônio Histórico e Artístico Nacional continua a gerar grande preocupação dos parceiros desta iniciativa, o mesmo acontecendo em relação a Portugal com a comunicação governamental do desmantelamento das Direções Regionais de Cultura (DRC) e Direção-Geral do Património Cultural (DGPC), que se espera não venha acontecer. A perplexidade que gera esta iniciativa decorre igualmente de não serem debatidos publicamente quais os objetivos para a sua ocorrência, quem irá ficar com a responsabilidade do Estado sobre a proteção e preservação do patrimônio português e de que forma se estão a preparar, com que planeamento, essa transferência de responsabilidade prevista na Constituição.
O recente debate em torno da transferência de patrimônio do Estado para autarquias já foi esclarecedor sobre a assimetria de meios financeiros e de recursos humanos preparados e o conhecimento necessário para o efeito. O risco de uma visão de patrimônio apenas para serem explorados financeiramente é uma visão altamente redutora, mas é aquela que o cidadão comum não espera ver, com a migração da responsabilidade das DRC e DGPC para as Comissões de Coordenação e Desenvolvimento.

O FIPA do próximo ano terá a oportunidade de debater esta realidade, mas também de reunir a experiência de especialistas gestores de patrimônio, universidades e empresas num conjunto de debates que se irão distribuir pelos seguintes temas:

A chamada de artigos e de projetos a apresentar está em curso e espera-se atingir uma diversidade enriquecedora e inspiradora para as ações futuras, com este conjunto de comunicações. o FIPA acolherá ainda outras iniciativas e um workshop sobre inspeção e diagnòstico de edifícios, usando um caso real de edifício com o sistema pombalino. Aproveitar-se-à o fato da 9ª edição se realizar em São Luís do Maranhão, uma cidade construída com o sistema pombalino sob orientação do irmão do Marquês de Pombal, sendo, por isso, uma grande oportunidade de conhecer laços comuns de cultura e história.
Os coordenadores gerais do FIPA são a arquiteta Maria Rita Amoroso (FIPA Brasil, e que coordena esta edição no Brasil) e a arquiteta Alice Tavares e o Professor Aníbal Costa (coordenadores FIPA Portugal), sendo os responsáveis desta iniciativa que se realiza de forma interpolada, um ano no Brasil e outro ano em Portugal.

9th FIPA: DIVERSITY IN PERMANENT DIALOGUES
In 2023, the 9th edition of FIPA, INTERNATIONAL FORUM OF ARCHITECTURAL HERITAGE PORTUGAL-BRAZIL will be held in Brazil, in the city of São Luís (Maranhão), with the theme DIVERSITY IN PERMANENT DIALOGUES. It takes place on the 14th, 15th and 16th of June, and is organized by:

The general theme chosen for the 9 FIPA entails a broad approach to architectural heritage that, locally and globally, is capable of meeting current demands - sustainable, therefore - regarding its enhancement, construction and safeguarding. Through good practices, we seek to mobilize resources in the field of architecture in tune with cultural heritage, its mixtures and identities, possibilities and limits, in dialogue with the technical, scientific and institutional communities.
​
In this sense, the architecture of São Luís is exemplary:, the result of a multicultural history created from a meeting of various peoples, its historical legacy symbolizes the establishment of conscious bridges between human ingenuity and heritage preservation actions while preserving the memory and identity of several nations. As the essence of b, it thus symbolizes common ties between Brazil and Portugal: built according to the Pombaline system, in 1997 its historic center was elevated to a UNESCO World Heritage Site.

By dialoguing with Brazilian and Portuguese architecture in the context of the urban landscape, in symbiosis with the local geography, this city serves as a model and inspiration for the recognition of diversity as an essential vector for us to discuss Heritage in the midst of “transience” in contemporary times, seeking effective actions of recovery and permanence of local identities. This is one of the relevant points of the FIPA initiative, as a condition for understanding the cultural and historical importance of tangible and intangible heritage, its conservation and use by society – in Brazil, Portugal and around the globe.

Representative of the debate on this heritage diversity is the unfolding of the general theme of the 9 FIPA in its 4 thematic axes:
​1. CONSERVATION AND SAFEGUARD ACTIONS IN A COMMON HERITAGE (includes works that provide specialized technical knowledge for the conservation and safeguard of certain cultural assets)
2. GOOD PRACTICES: REHABILITATION/CONSERVATION PROJECTS and SAFEGUARDS FOR A SUSTAINABLE AND SAFE CITY (includes works already carried out, or in progress, of direct interventions in Cultural Heritage)
3. FROM MATERIAL TO IMMATERIAL: PEOPLE WHO UNITE (includes works that consider the expansion of the concept of Cultural Heritage and the challenge of its preservation and safeguarding today)
4. DIALOGUES AND MULTIPLE INFLUENCES AROUND ARCHITECTURE (includes works that consider the existence of a common Cultural Heritage and its relationships, developments, convergences and divergences).

FIPA: INTERNATIONAL FORUM OF ARCHITECTURAL HERITAGE PORTUGAL-BRAZIL
A forum that puts the technical, scientific and institutional communities in dialogue.

FIPA Portugal-Brazil was created in 2015 and next year (2023) it will organize its 9th edition under the general theme “Diversity in permanent dialogues” in the city of São Luís (Maranhão) in Brazil. FIPA seeks, from the outset, to converge the entities responsible for heritage management and for defining guidelines for culture and heritage policies in both countries, for a dialogue with the technical and scientific communities.With this cross-cutting debate, the presentation of good practices and advances in research and, above all, the debate on strategies that guarantee the preservation of heritage, it is intended to achieve true protection of this heritage.
The 9th edition of FIPA will take place in a post-election period in Brazil, with all the inherent expectations. However, the “dismantling” of national institutions guaranteeing the protection of heritage, underway in both countries, is undoubtedly the most sensitive and high-risk situation for the future that both countries will go through in relation to the protection of their heritage.
FIPA has already discussed difficult aspects, but the monitoring of the situation by IPHAN - National Historical and Artistic Heritage Institute in Brazil continues to generate great concern among the partners in this initiative, the same happening in relation to Portugal with the governmental communication of the dismantling of the Regional Directorates of Culture (DRC) and Directorate-General for Cultural Heritage (DGPC), which is expected not to happen. The perplexity that this initiative generates also stems from the fact that the objectives for its occurrence are not publicly debated, who will be responsible for the State’s responsibility for the protection and preservation of Portuguese heritage and how they are preparing, with what planning, this transfer of responsibility provided for in the Constitution.
The recent debate around the transfer of State assets to municipalities has already been illuminating on the asymmetry of financial means and prepared human resources and the knowledge necessary for this purpose. The risk of a vision of assets just to be exploited financially is a highly reductive vision, but it is one that ordinary citizens do not expect to see, with the migration of responsibility from the DRC and DGPC to the Coordination and Development Commissions.
Next year’s FIPA will have the opportunity to debate this reality, but also to bring together the experience of heritage management specialists, universities and companies in a set of debates that will be distributed over the following topics:

The call for articles and projects to be presented is ongoing and it is hoped to achieve an enriching and inspiring diversity for future actions, with this set of communications. FIPA will also host other initiatives and a workshop on inspection and diagnosis of buildings, using a real case of a building with the Pombaline system. It will take advantage of the fact that the 9th edition will take place in São Luís do Maranhão, a city built with the Pombaline system under the guidance of the brother of the Marquês de Pombal, being, therefore, a great opportunity to discover common bonds of culture and history.

FIPA’s general coordinators are the architect Maria Rita Amoroso (FIPA Brazil, who coordinates this edition in Brazil) and the architect Alice Tavares and Professor Aníbal Costa (FIPA Portugal coordinators), who are responsible for this initiative, which is carried out interpolatedly, one year in Brazil and another year in Portugal.
